JOB OBJECTIVE

The QS Engineer is responsible for quantity take-off, cost control, cost estimation, and payment/final settlement documentation for all work packages within BILCO’s core business areas, including Technical Consultancy, Supply & Installation of Steel Structures and Architectural Metalwork, and Turnkey Installation Services for Heavy Machinery and Process Equipment.

KEY RESPONSIBILITIES

1. Quantity Take-off & Cost Estimation

  • Study and analyze design documents, technical drawings (.dwg, .pdf), and technical specifications for heavy steel structure projects, industrial buildings, cable car systems, and architectural metalwork.
  • Carry out detailed quantity take-offs for steel materials, fireproofing paint, bolts, accessories, fabrication costs, oversized and overweight transportation, and on-site erection and installation.
  • Prepare and manage cost estimates and BOQs (Bill of Quantities) for tendering and project budget planning.

2. Contract Management & Cost Control

  • Coordinate with the Tendering/Business Development team to prepare and negotiate contracts with Clients, subcontractors, and suppliers.
  • Monitor and control actual construction quantities at the project site against drawings and signed contracts; identify and provide early warnings of potential additional costs and cost risks.
  • Check and verify completed quantities and payment progress of subcontractors and material suppliers.

3. Payment, Final Settlement & Variations

  • Prepare quantity acceptance records, payment documentation for each stage, and final settlement dossiers for projects with Clients.
  • Work directly with Clients and Supervision Consultants to clarify and substantiate measured quantities, additional costs (Variation Orders – VOs), and price adjustments, where applicable.
  • Prepare as-built quantity documentation and final settlement documents for contracts with construction teams and subcontractors.

4. Data Management & Reporting

  • Update and maintain databases of material prices, labor rates, and construction norms for mechanical and steel structure works based on market data and BILCO’s internal data.
  • Prepare periodic and ad-hoc reports on project cost control and project cash flow for the Head of Engineering and Board of Management.

REQUIREMENTS

1. Education & Professional Experience

  • Bachelor’s degree in Construction Economics, Civil Engineering, Mechanical/Construction Engineering, or a related field.
  • 3–5 years of experience in a QS position. Candidates with experience in heavy steel structure companies, MEP contractors, or large-scale industrial projects are preferred.

2. Technical Skills

  • Excellent technical drawing reading skills: Proficient in reading and taking off quantities from steel structure, mechanical, and process equipment installation drawings.
  • Proficient in specialized software: AutoCAD, advanced Excel for complex BOQ calculations, cost estimation software (G8, F1, etc.), and project management software (MS Project). Knowledge of Revit/Tekla Structures is a strong advantage.
  • Good understanding of safety inspection procedures, legal requirements, as-built documentation, and applicable construction standards and cost norms.

3. Soft Skills

  • Logical thinking, carefulness, attention to detail, and a high level of accuracy when working with figures.
  • Good negotiation and communication skills, with the ability to effectively defend technical and cost-related positions before Clients and Supervision Consultants.
  • Willingness to travel or undertake short-term assignments at project sites or Project Management Boards when required.
